It outlines the causes and hints at the remedies of poverty, or as this book sometimes calls it, "pauperism." It mentions poverty in the past from the Victorian point of view. It mentions law, punishment and Parliament's angle on poverty, very important in a historical context when you consider the Poor Laws and Parliamentary Reform Acts of the nineteenth Century.
